For acquiring objective factual data, the researcher also studied whether there was an evident discrepancy among teacher’s demographic variables and school background variables of working values and organizational commitment.Therefore, that will be the conclusion of this study, and this research provides some suggestions for the further reference to the administrative organizations of education, school principals, deans , and future researchers. Mainly, documents and questionnaires are employed in carrying out this research A self-developed questionnaire, “Survey of Work Environment of Elementary School”, was used to survey 645 public elementary school teachers . To analyze the correlation of elementary teachers with the teachers’ background as the variables , the T test, F Test, one-way ANOVA, Scheffe's posteriori comparison,canonical correlation analysis, and Stepwise multiple regressions were utilized in data analysis. I. According to the outcome of data analysis, the research provides some concrete suggestions . 1. The working values of the elementary school teachers in Taipei are somewhat mediocre, among which “, altruism and interpersonal relationship ” are mostly valued and achievement prestige is least. 2. Elementary school teachers in Taipei have moderate organizational commitments, among which the willing to work hard ranks the highest while the invested cost ranks the lowest. 3. The teachers at the elementary schools in Taipei differ in the individual variables and the influences of the scales of the schools on the teachers’ working values and organizational commitment. 4. According to canonical correlation analysis, the teachers who place great stress on the working values of “altruism and organizational security, ” their commitment to work harder is higher but that of the “ organizational recognition and invested cost ” is lower. 5. According to canonical correlation analysis, as the teachers put more emphasis on the working values of “altruism” and “organizational security,” their organizational commitment is higher, but their commitment regarding organizational recognition and invested cost are lower. 6. According to canonical correlation analysis, the higher the working value of “achievement prestige;” the lower the “organizational security,” the higher the organizational commitment of “retention and fair beneficial factors and the organization recognition; the lower the commitment of “invested cost.” 7. The “economic rewards” and “achievement and prestige” have highest prediction ability to working values;the “organization recognition” and “hard working attitude” have highest prediction ability to organizational commitment. II. According to the results above, the researcher has provided some suggestions: 1. Suggestions to the departments of educational administration: (1) To place great value on the efforts teachers make and make known their contribution to the society. (2) To uplift the achievement prestige of the teachers and increase the teachers’ commitment to the organization. 2. Suggestions to the principals at the elementary schools: (1)To broaden the involvement of teachers in administration and provide proper channels of communications. (2)To maintain a positive environment for communication and set a benign model for interaction. 3. Suggestions to teachers at the elementary schools: (1) To participate in the administrational affairs at school actively and strengthen the organization.
