As the land cover changes from plantation into buildup or bared areas or some other uncover lands, its capacity to absorb carbon dioxide would be greatly decreased, and hence has negative impact on the global warming effects. Moreover, as the land-cover has been changed, said from plantation to buildup land, it is usually costly to recuperate. Therefore, to tackle the global warming issue, it is very important to understand the land cover change and its driving forces. In this research, the Taoyuan area is chosen to study the land cover change and to test the factors driving land cover changes. Firstly, the 1994 and 2002 Landsat image data are employed to identify the land cover types and their change. Then, a Logit-type land cover change model is built to test the driving forces of land cover change from plantation to buildup area. The major findings of this research are:(1). During 1994 and 2002,the buildup and water area were increased, while plantation area was decreased;the transportation development both constructed and under-planning has obvious effect on the land cover change.(2). Based on the Logit type land cover change model built ,which has predicting power as high as 88.31%, it is found that the major forces to drive land cover change from plantation to buildup area include slope (nature environment factor), the distance of a highway, the distance of a Provincial Highway, the distance of a County Highway, the distance of a Rural Highway, the distance of a high speed rail station, and the distance of a highway in planning(these are accessibility factors), and population density, urban and industry zone, and the private industry park(these are urban development factors).
