Summary:碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 94 === Taipei Water Department will add an additional fee of 0.2 NT dollars for each degree of expense of water as water resource compensation fund into the water bill started from July 1, 1994, which has been approved by Taipei City Council. It is estimated, on the average, that about 110 million NT dollars can be collected each year and this fund will be formally given to four townships and one city within the Taipei Water Resource Domain, namely, Hsintien City, Wulai township, Shihting township, Pinglin township and Shuanghsi township which are all located in Taipei County, starting from 1998. This fund will be used to help the local construction and compensate for the limited residents in the Taipei Water Resource Domain. In the water law revision in 2004, two additional regulations are added into article 12; these regulations specify that “water resource conservation and compensation fund” will be collected in water quality and quantity conservation zone with a collection rate in the rang of 5%-15%. In the initial period, the collection rate will be 5% and it is estimated that each county and city will have, on the average, a water resource conservation and compensation income of about 8 millions NT dollars. Among them, Feitsui Reservoir, which belongs to the Taipei Water Resource Domain, has the highest income and is estimated to reach about 350 millions NT dollars each year. In the future, the value of water resource conservation and compensation fund used in the Taipei Water Resource Domain will be greatly increased as compared to that in the past few years; moreover, the implementation scope of water resource conservation and compensation fund will be expanded to water quality and quantity conservation zone outside the Taipei Water Resource Domain. Therefore, how the application policy of water resource compensation fund for four townships and one city within the Taipei Water Resource Domain is implemented? Does the use of the fund really meet the need of residents in the limited zone? Is the operation of the fund trusted by residents in the limited zone? Additionally, what is the scope of involvement of the residents in the limited zone in the use of the water resource compensation fund? All these results are going to be used as important references in the future implementation of water resource conservation and compensation fund and are going to be key issues to be investigated by this study. This study, stands at the point of view of responsive evaluation of policy evaluation theory and through the use of methods of quality study such as: literature review method, observation method and interview method, as well as methods of quantity study such as: questionnaire survey method, will collect related information from administrative personnel, public servants and club leaders and members in the Taipei Water Resource Domain so as to verify the implementation level of theories on the policy of use of water resource compensation fund, these theories are for example: citizen participation, social capital and policy implementation path theories, etc.; moreover, the implementation efficiency and drawbacks of water resource compensation fund since its implementation will be reviewed and feasible suggestions and opinions will be provided to the government to be used as reference in the future implementation of water resource conservation and compensation fund policy and the revision of water resource conservation and application procedures of compensation fund.
