And induce a new century a common constitutional government doctrine model to be worth to then include an opposite national sovereignty to turn, basic human rights of turn deeply, service type the government, place manage, the citizen social establishment etc.. Analyze Taiwan the process of seven constitutional amendments, this text is descended with the doctrine frame of the constitution function, choosing four important subjects is contents : basic human rights and democratic instutition of national sovereignty, central and local system, national policy people''s livelihood subject , manage the usage of path through the world, observe international standard with set up the interactive relation of each system, and explain respectively open the sovereignty nation, the UN, and the NGOs respectively play of role and it each other it the interactive relation . This text is a constitutional government doctrine the globalization develop new thinking to combine Taiwan constitutional government to develop an important content, putting forward six important topics:Sovereignty , Human rights , Democracy , economic globalization . Under the wave of globalization, we have to re- examine Taiwan''s benifit .
