Based on qualitative approach and grounded theory, and adopting literature review, participant observation, in-depth interview and questionnaire to collect information in the fields, this study then tries and interprets materials from the fields in order to construct the stories and theories by textual and discourse analysis. The results showed that the decision maker of the Luodong Forestry District Office not only pays attention to community forestry projects, but is keen to promote the program. This deeply influences the implementation of community projects in this forestry district office. In addition to the hard work of responsible division and officers, this forestry district office has engaged community forestry projects with the highest number at any stage in Taiwan. This study finds that the bottom officers play a very key role on implementation and promotion of community forestry projects. While it is quite heavy for work loading of the community forestry at offices, most responsible officers need deal with other work, and there are so many challenges ahead for the program, many informants suggest that it needs people of active, enthusiastic and optimistic characteristics to get involved in relevant works. When there are not enough funding for the first stage community forestry projects in the Luodong Forestry District Office, officers start to develop their focuses on community forestry program in order to establish some criteria for application. The experiences of the second stage community forestry projects for this office are the other achievement other forestry district office cannot catch up with. It emphasizes negotiating and discussing with community organizations, and integrating different internal sectors in this forestry district office to develop relevant activities for the second stage community forestry projects. The experiences of the Luodong Forestry District Office suggest that the key part of implementation mechanism for the community forestry projects is composed of the responsible division and workstations. Furthermore, there are some challenges and issues that Forestry department should consider: First of all, forestry agencies should find out and define what the community forestry projects like to achieve. Second, there is a need to have more rigid framework and focus for the community forestry projects. Third, it is necessary to develop different operational ways for those Forestry District Offices and Workstations of different types and backgrounds.
