The main concept of SCORM is designing the teaching materials to content objects, which can be shared in Learning Management system. The content objects can be reconstructed to a new curriculum in accordance with different teaching circumstances. Due to producing the SCORM content needs adequate XML program ability, and making SCORM content is a waste of users’ time as they must repeat writing the numerous learning object metadata elements. In view of above-mentioned reasons, it’s unfavorable for users to design SCORM content. After researching on authoring tools in the market, we found most of them are Desktop applications authoring, in which there’re few to provide users for saving their personalize setting. Web-based authoring tool are less than Desktop applications authoring tool. In the future, the trend of software development is towards web based application. In this thesis, the Object-Oriented technical combined with UML(Unified Modeling Language) is used to represent designing a metadata template to provide a web based personalize authoring tool, which is consist of personalization concept, in order to provide users to store the Metadata which they need, and create SCORM contents. We also use the tool to produce a “Word” e-learning content, and use sharable Content Object Reference Model (SCORM) 2004 3rd Edition Sample Run-Time Environment tool to test and verify metadata, keep the metadata to conform the SCORM standard.
