The Kunqu opera was selected as United Nations Educational Scientific and Cultural Organization on May 18, 2001. In the first batch of the representative, ” The mankind gives an oral account of legacy and not a material legacy”. Among the bunches of course, the initial colony cooperated with all strength mark on original mobilization and execution.From the aforesaid, the Kunqu opera was found endangered. Being through a long-term untiringly efforts, it had been gradually obtained an unanimous support from the public department of the Communist Party of China. In which it met the study of public policy as the theory of“ Ambiguity-Conflict Matrix”, “Low Conflict” and “Low Ambiguity”.
The purpose for this text studies was about the development course of Kunqu Opera after 1949 in which to divide the stages of its development. Was the entire Kunqu Opera agenda proposed and set up by the official? Had the course been set up smoothly? Which of the aspects should be considered when planning the Kunqu Opera? Where was its value? How many resources had the organization been putting into it? Was it sufficient? How was the degree of the acceptance by the target group? How was the benefit during the time? Whether the assessment could be cut in from the policy of the view and the difficulties that Kunqu Opera had been faced currently. Had the solution been sought?
This text aims at probing into the Kunqu Opera policy in Mainland China, the research on the policy operation are the core study for this text. The courses of the policy adopted into four stages, which are agenda setting, policy formulation, policy implementation and policy evaluation. Assessing the suggestion was an importance consult indicator for the public department and the target group, the feedback express the circulation operation phenomenon of its policy course. The China’s Ministry of Culture is paying attention to the protection work of the endangered art gradually, by supposing the promise of opening up the China’s reformation, and draw a conclusion of the developing direction and prospect of art toward Kunqu Opera.
