A lot of document on education both domestic and abroad point out that teachers and administrators of kindergartens should pay extra attention on environment design when building a kindergarten, because the quality of environment perception has cause-effect relation to human behavior. Therefore, if we can identify the priority sequence of key factors in environment perception, and add those elements to kindergarten design, we will be able to elevate the parents’ satisfaction and influence their decision on choosing the preschool, which has become more important under the circumstance that kindergartens are struggling enrolling students with the decline of birth rate. This research adopts the approach of Analytic Hierarchy Process to probe into how environment perception affects the parents choosing the preschool, chasing down from all factors of environment perception the key decision factors that concern parents most. The most important purpose of this research is to assist the people in this business to understand the demands and priorities of decision factors, and accordingly improve quality of preschool environment to elevate customer satisfaction to precipitate the parents’ decision to register in their schools and accelerate achievement of enrolling goals. Also, it will help designers realize the expectations of customers; the approach of AHP helps grasp the priority order of preschool design. According to the result of this research, the first considerations for Taipei area parents choosing kindergartens are the aspects of people and environment, followed by the aspects of facility, image, and finally the aspect of design. And among the elements of environment perception decision factors on choosing the preschool, teachers’ quality is the most important for parents, and the other elements in order of importance are sanitary conditions, teacher-student ratio, instruction equipment, air quality, demonstration of professionalism, lighting, administration and reception faculty, distance, other students, recreation facility, information equipment, teaching condition, decoration, other students’ parents, neighborhood, allocation of space, acoustic condition, outlook of the school, quality of building material, natural landscape, display of brand, animation element,furniture, guidance of direction, corporate identification system, color and style. The result of this research is to dedicate to preschooling business for future reference in building new schools, and to give people presently running a kindergarten a more demonstrative guidance to upgrade competitiveness of their kindergartens, to operate more effectively with limited resources by ranking environment perception elements one of the priorities for improving business constitution.
