| Summary: | 碩士 === 東吳大學 === 企業管理學系 === 95 === Government procurement is not only a part of the budget of government, but also a key of the profit sources of enterprises. No matter of the quality of the process and final results of the government procurement. It does influence the public purchasing behavior to be trusted or supported by its people directly.
Our research is to clarify the government in authorizing Central Trust of China to carry out the government related inter-entity supply contracts, by taking computer equipments procurement as an example, to benefit the government departments, to improve the procurement efficiency and to avoid the drawback of procurement by different government institutions. Due to the coopetition relationship in the procedure of procurement between government and enterprises, we expect this research may induce the strategy to explain or solve this situation.
Based on our research of the inter-entity supply contracts by Central Trust of China for computer equipment purchase mechanism, we find there are still some advantages for the government. 1. Simplify the purchase administration overload. 2. Offer multiple choices for the required unit. 3. Improve the service quality of the suppliers. 4. Lower the bidders’ participation threshold. 5. Minimize the information asymmetry between the government and suppliers.
The real examples for the inter-entity supply contracts by Central Trust of China have approved that the e theory, Bidding Strategies of the suppliers must consider the key elements of the game theory about facing analyzing from the diversified interests comparable to the office tactics in the way more of the value network jointly, the office supplies with the purchase norm and company's making a reservation and goods market value of the agreement together to consider Central Trust of China in discretion, thus to develop the Bidding Strategies to optimize the interests of the company.
