This signified not only the end of oil self-sufficiency in China, but also the beginning of an expansive oil policy. China attaches great importance to oil matters when conducting foreign affairs. The continuous growth of the oil price in beginning of the 21st century has a great impact on China’s economy. Therefore , China must assure the stability of oil import through national power and diplomacy. Due to the facts that destabilization continues to haunt the Middle East and that the oil reserve in Central Asia and Russia is not as abundant as expected, China has put a strong emphasis on Africa as its target of oil diplomacy. The Republic of Sudan has become a constant source of oil supply to China since 1990s.Furthermore,it has been a good example of the success in China’s conducting its “going global” strategy in Africa. Yet, such controversy over the Republic of Sudan as Darfur conflict casts shadows on China’s oil diplomacy to Africa. I will firstly start from the relationship between China and Africa on such issues as economic, diplomatic, and military affairs that are closely related with oil matters. The combination of China’s diplomacy and oil policy not only settles the predicament of oil shortage in China but also a new direction in Chinese foreign relations.
