In Taiwan, the Examination Yuan examines and recruits thousands of civil servants every year, and allocates them to various governmental agencies in order to stabilize the human resources in these institutions. Even though transfers to new posts are restricted for these employees, statistical data indicate that it remains difficult for the government to improve the turnover rate of pubic employees. The job satisfaction of an agency’s staff not only affects their desire to remain in a post, but also even affects team morale and performance. Therefore, the sample of my research is the staff of government agencies, with job satisfaction as a dependent variable and personality characteristics as independent variables. The survey aims to understand the influence of staff consciousness and behavior characteristics, and to analyze those factors that influence job satisfaction to the end of providing a body of reference for pertinent agencies. Some 141effective questionnaires were returned and analyzed by the SPSS10.0 tool, using the Pearson correlation, tests for discrepancies among averages, stepwise regression procedures and other statistical methods to examine my hypothesis. My research’s main variables include the Five Factor Model (F.F.M.), Internal Locus of Control, Sense of Self-Efficacy and Job Satisfaction. The result of reliability analysis shows that each measuring tool’s internal consistency is between 0.61 and 0.93, which in each case is a good level of consistency. In conclusion of the article, the result of the Pearson correlation shows that besides the personality characteristic of openness, other personality characteristics and self-efficacy can be seen to be related to job satisfaction, which provides partial support to hypotheses 1 and 2. The result of the independent sample t-test shows that besides openness, other personality characteristics and self-efficacy also relate to job satisfaction, supporting hypothesis 3 and partially hypothesis 4. Further analysis with job satisfaction as the dependent variable, F.F.M., Internal Locus of Control and Sense of Self-Efficacy as predictors, shows through regression analysis that Locus of Control is the best tool to measure job satisfaction in my sample, as explained variance is 30%, and the regression coefficient is 0.56. In brief, my research hypothesis is generally supported, that the personality characteristics and sense of self-efficacy of government agency staff greatly influence their job satisfaction, and that, in particular, Locus of Control is the best tool to measure job satisfaction. Finally, my research suggests that government agencies will have higher affinities with incoming staff in the future, which will strengthen the execution of government business, enhance the government’s human capital, and ultimately increase the nation’s competitive strength.
