Definitely, it has also changed the range of speech in what I say goes in the past time. Generally speaking, liberalized mass media environment should present diversification and variety in content. However, in the circumstance that TV news is flooded with exclusive news, why it still brings a swarm of criticisms and censures for news assimilation. In the world, what causes it so? In everyday news, local news accounts for more than half amount. Therefore, this study went back to the source of news production, exploring why reporters have to maintain close interaction and relationship under the confinement between the goal of organization and the autonomy of news profession; meanwhile, this study investigated how the interaction and relationship among reporters affects the production of news. This study selected nine local journalists in Changhua County as researching subject. First of all, participant observation was employed in investigating the interacting process between local journalists every day. At the same time, after accumulating the researching questions and with the assistant of depth interview, this study aimed at the mental process of interaction among the local journalists and the producing procedure of news. Thus, based on relative theory of the organization goal and news profession autonomy, this paper examined the restricting status of local journalists themselves. Moreover, with interpersonal communication theory, social exchange theory, and human sympathy theory, this paper examined the interacting process between local journalists. This study found that local journalists were controlled by newsroom, and internal autonomy was not in high level; because of the influence of the same trade, external autonomy was not high as well. As to organization goal which through the code of news quality and profit emphasis, it demanded local journalists to reach organization goal. Although they reached the goal, they had more grounds to cooperate with other journalists. In addition, exchange of news information, mutual learning of experience, and need of division of labor and cooperation were all the causes of starting reporters' cooperating relationship. There were cooperating relation pattern and opposing relation pattern in the reporters of print media. As for assimilating relation pattern, it was not remarkable in the journalists of TV news station. This study also indicated that under cooperating relation and opposing relation, journalists derived different interviewing strategies to cope with the request of organization goal and one's new profession autonomy. In which, the study showed five interviewing strategies under cooperating relation: substitution, information sharing, diminishing lethality of exclusive news and news unification. Especially, the reporters restrained the possibility of occurring conflict with each other and maintained the basis of cooperating relationship by promising the way of distributing exclusive news dispatches and the content. This finding explained that the definition of exclusive news was defined and interpreted voluntarily by local journalists, and exclusive news can be shared, which included lots of different concepts from traditional journalism. This study revealed the real situation of news production hid behind the local journalists and unknown by the public, looking forward to providing mass media chances to attach importance to local journalists' environment and to improve the reasons of being criticized fundamentally. Simultaneously this study expects to provide academic circles the subjects of production besides the surface of news and to be beneficial to the research of news production.
