Electronic commerce also is in the advantageous development tendency because of the Internet popularization. However, one of the key factors for electronic commerce to success is whether this market has a fair and safe electronic cash system or not. If the consumer is not confident to the Internet transaction, then this system will not be well-developed. In another word, a good electronic cash system may help electronic commerce to success. What type of electronic cash system can let the user rely on and be also user friendly? From the observation of electronic cash schemes proposed by several scholars, we discovered that although they had proposed many feasible schemes for enhancing the security on electronic cash, the ratio of using electronic cash is not satisfied. What are the reasons that cause the unpopular utilization? We come out with two main reasons. (1) After the electronic cash was withdrawn and before it is spent, consumers cannot gain the interest during this period. This is one of the major reasons that customers are reluctant or refuse to use the electronic cash. (2) From the previous research papers, most of electronic cash schemes are on-line schemes. In order to ensure the Internet transactions always smoothly and continuously, the merchant and the bank have to ensure that they have sufficient broadband during the Internet access. However, the merchant and the bank are unwilling to bear the cost on the nonstop broadband services. This is one of major reasons to limit the development of electronic cash. For solving these two problems, we propose an electronic cash scheme where we can have off-line trading and still gain the interest for the customer and the merchant. We hope that by giving out the interest to the customer and the merchant, our proposed scheme could attract the customer and the merchant to utilize the electronic cash. Furthermore, the off line trading function could reduce the waiting cost for the merchant and the bank. Our method will increase the population on electronic cash utilization in electronic commerce.
