The purpose of government IT outsourcing is to accelerate the computerization of governmental services, to speed up delivery of government services to civil public, and to promote the whole IT service industry. In other words, it is to reach the state of triple win among government, civil public and business entities. Risk management is one of the critical processes in project management. An IT outsourcing project entails numerous factors such as project complexity, project expense, project outsourcing strategy, planning of the outsourcing process, contract management, project management, and after-operation system maintenance and management. When participating in the government IT outsourcing, an IT service provider needs to fully grasp the risks involved in government IT outsourcing process in order to achieve high performance in the undertaken projects. Via extensive literature survey and thorough field interview with IT professionals, this research studied varieties of problems and risks facing IT service providers in terms of the government IT outsourcing procurement procedure and the IT project execution process. The following facts are discovered: (1) In practice, the Request for Proposal (RFP) has caused enormous amount of problems and disputes that covers the whole project execution; (2) While if an IT outsourcing project will come out successfully depends to a great degree on the government employee who is in charge of the project, there is no way to guarantee his or her qualification; (3) The customer requirements are the major risk items to impact the IT service provider in its development of the IT outsourcing project; (4) Request for proposal, customer requirements risk, schedule risk and cost risk are mutually correlated in terms of their causal relation; (5) There exist ten major differences between government and enterprise IT outsourcing projects, Including 10 major differences, such as the inspection and reception criteria, budgeting, review system, organizational efficiency, payment risk, schedule change, technique demand, contract content, and conflict encountering; which the IT service providers must not ignore; (6) Faults intrinsic with the auditing system inhibits selection of the best IT service provider to implement the project. Finally, this research employees the theory of transaction cost to analyze how the IT service providers participate in the procurement process of government IT outsourcing of projects. Strategies and measures are proposed that aim to solve problems facing IT service providers. The suggestions that proposed are: (1) IT Service providers shall maintain a good trading circumstance in the process of entire project. (2) To reduce asset specificity (3) Client demand shall be promptly confirmed to the point of equal number.
