碩士 === 世新大學 === 觀光學研究所(含碩專班) === 95 === The purpose of this study researches into the subsidization of Huang-Jin-Shain Leisure Agriculture Region in Shoufong, Hualien and the cognition and participation of local residents over the years from Fisheries Agency, Council of Agriculture, Executive Yuan. We hope to analyze the aspect and the inside of the problems from the process of the residents’ cognition questionnaires, and to seek the mode or the method by formulation, and finding the possible thinking mode and focal point for the development and execution of recreational leisure fishery, or effectively integrate the government’s policy. Our conclusions are as below, (1) Overall, the residents highly support the development of recreational leisure fishery from setting up the Huang-Jin-Shain leisure agriculture region. (2) From the factoring analysis, socio-economic development is the main factor for developing recreational leisure fishery from setting up the Huang-Jin-Shain leisure agriculture region, and the next are environment, income, administrative execution, environmental impact, and life impact etc. (3) ‘Organizational impetus & administrational setting up’ and ‘investment planning modulation ’ of developing recreational leisure fishery from setting up the Huang-Jin-Shain leisure agriculture region, that residents with highly participating aspiration. However, conservative in devoting to relative public affairs. (4) The residents’ personal internal factor has significant effect on cognition of developing recreational leisure fishery from setting up the Huang-Jin-Shain leisure agriculture region. (5) The residents’ personal internal factor has significant effect on participation of developing recreational leisure fishery from setting up the Huang-Jin-Shain leisure agriculture region. (6) The external characteristics and relative experiences of residents certainly effect on cognition and participation of developing recreational leisure fishery from setting up the Huang-Jin-Shain leisure agriculture region.
