Though Information Ethics discusses problems about access to information, its inner nature actually derives from personal interactions. From the educational perspective, it aims to nurture the self-disciplinary ability within internet users and, as a consequence, to produce a positive effect on social order. Our literature review shows that students often behave improperly in the use of information technology, intentionally or unwittingly, due to insufficient cognition of information ethics. In view of the powerful influence of technology to students, we wish to design a courseware guiding them to self-examine the values on internet use, and to protect themselves with critical thinking and raised vigilance. Our research approach is in accordance with Systematic Instructional Design, following the steps of analysis, design, development and formative assessment. First, based on literature review, the experts’ opinions, the student''s questionnaires, we find that students need most to strengthen is "The rationality on communications through the internet," and "Respecting copyright on the use of internet resources ", and "The principles about participating on-line games "etc. Second, we integrate the core ideas of Case-Based Instruction and Critical Thinking Instruction and develop an e-courseware that is suitable for elementary users. In the end, we revise the courseware according to the assessments of experts and users. The results of the study find that the case story make the students face problems of using information technology. Our e-courseware provides various choices from the law and the ethics, and it can also inspire them to do the rational thinking and benefit their individual development of the ethics learning.
