The continued construction of freeways in Taiwan region together with 12 east-west direction expressways has already formed an extensive freeway and highway network. In order to bring forth the full benefit of the highway network as well as establish an Intelligent Transportation System (ITS), the Ministry of Transportation and Communications (MOTC) has already divided and carried out the planning of traffic management requirements for each type of network according to “The Overall Network Traffic Management System of Freeways” construction project, and henceforth established a traffic management and control system. In order to attain real-time and dynamic traffic control of urban areas, as well as provide traffic information for all residents, exchange traffic information and assist municipal authorities in establishing their own control systems so as to carry out a backbone for a future ITS, on January 13, 2003, the MOTC set forth the “e-Traffic Intelligent Traffic Control System” project to link traffic control centers with road intersection equipment and formulate real-time traffic control and management together with the gathering, categorization and analysis of data to provide a platform. Previous traffic management system research has normally been focused on the technical probe of systems and is lacking on the research of establishing a framework between traffic control systems and traffic control centers. As a result of above, the research will have thorough discussion toward the establishment of traffic control center and the traffic control system. Moreover, by the comparison and analysis of physical case, the research will not only be able to provide reference information for future study but also be helpful in regard of building up standard protocol of similar system.
