A project can not be achieved by one person, but by top level managers, department managers and employess. Consequently, those have the crucial influences on a successful project in the view of how to invite relative person to join the project, to acquire the same goal and to draw success from the attandences. The objective of the study is to investigate that under learning organization, the factors on the efficiency of hospital improvement proposals among different deparments’ management in the same main fram. The study is to provide managers clear training direction in order to let trainees to aquire achivements and to make to promote personal behavior, team work and organization operation. Further, the study is to find out which improvement proposal team is better to build the efficiency project team with better performance on both team learning and team building. The study expects the factors can bring the staff the enthusiasm for persuing better quality in medical treatment. The study applies qualitative methods and is supported by quantative data. Data collection is through personal observation, depth interview, and survey. In data analysis, it presents the characteristics and aspiration between supervisors and team members in the way of motivation, response and helpfulness. A leader with leadership can encourage the team members in breaking the frame, encourage mutual interaction to think and to solve problems while facing the bottleneck during the meeting. The study use word-to-word draft of grounded theory among 15 project teams to present the project performance in the professional, leadership, problem solving of a leader. The leader may apply the project operation onto hospital improvement proposal program to establish or simplify process to promote better working efficiency, inspire better service performance, lower cost and to help in organization development. It shows that the one who emphasis on team operation can reach team learning and goal achievement. The study observes that the motivation of a team leader has the influence on team performance. A team leader can build team members’ concept and form team consencus so that the team can be familiar with team work and have the same target to move forward. In good learning environment, team and the staff can get improved and grow. In the meanwhile, this study generalizes that if the medical organization is built to be a learning project team, the annual plan should be drawed up and followed out by the high level team leaders and project team. Team leader’s professional skill and knowledge can be raised through team building and management courses where the leadership and confidence can be invigorated and execution on team composing and improvement can be energetic. The result of the team performance can be the feedback as the next year’s plan. The procedure and process of carrying learning organization in the hospital is moving to the second term of the sixth year. Through hospital quality management tools, we have seen the better performance in the recent hospital audit. The better formance have equal effect on organization development. As time goes by with the promotion of living quality, people’s economic activity has turned from labour focus to brain focus. Aboundand capital or land is no longer the competitiveness of the enterprise, but the well use of employee’s wisdom and knowledge. Improvement proposal is a good tool to stimulate employee’s creativity and apply it onto the improvement of their work. Improved proposal is not only a management tool, but also a good choice for business innovation. If the enterpice can respect and use well of employee’s knowledge and creativity and implement the project thoroughly, the enterprise can get improved and grow from knowledfe sharing and continous innovation.
