The purposes of this thesis were as follows; I. To understand the utilization and differences of the use of community resources in elementary schools; II. To explore the situation and differences of the school effectiveness in elementary schools; III. To investigate the relationship between community resources of schools and school effectiveness; IV. To offer teachers/administrators/educators suggestions for educational reform. In the study, the questionnaire of investigation in community resources and school effectiveness was developed. 765 educators in 75 elementary school in Yunlin County, Chiayi County, and Tainan County participated in the study. Among them, 606 participants gave their opinions, 81% participatory rate was gained. As to the validity, factor analysis was conducted to validate the construct of the questionnaire. The percent common variance of the community resources is 67.62%, while that of the school effectiveness is 67.73%. The index of Cronbach’s a in the subscale of community resources is .7275, while that in the subscale of school effectiveness is .7043. Here were the research results. I. Human resources and community resources were the resources common among school organizations. Awareness of community resources varied from person to person with gender, experience, academic background, and position. Awareness of community resources varied from school to school with location. II. The general school effectiveness of elementary schools in Yunlin County, Chiayi County, and Tainan County was far above the ordinary level. Awareness of general school effectiveness varied from person to person with gender, experience, academic background, and position. Awareness of general school effectiveness varied from school to school with school magnitude and location. III. The three dimensions of community resources, i.e. human, business, and school, were evidently related to general school effectiveness and its six dimensions. The three dimensions of resources were thus favorable standards to estimate school effectiveness and its various dimensions. In the end, this author advanced workable suggestions for future research.
