No matter fund or the human resources of small and medium-sized enterprises are not so sufficient as the big enterprise, small and medium-sized enterprises must utilize limited resources. White Paper on SMEs (2005) points out that small and medium-sized enterprises should continue on industry''s advantage accumulated in the past , by surging and born in the life spark , and extended the competition strength with '' high value ''. White Paper on SMEs (2006) also points out if small and medium-sized enterprises have not poured into the strength of the science and technology and innovation in time , very easy to be eliminated. So research this main purpose discuss what for promote key influence factor of innovation ability and to industry''s high value person who concern research it will be small and medium-sized enterprises. This research passes collection and arrangement of documents first , adopt (Grounded Theory ) and find out the key influence factor that influences enterprises to promote innovation ability in the theory end, among them put in order out 15 key factors , put in order out 13 key factors that suitable small and medium-sized enterprises promote innovation ability through the characteristic of small and medium-sized enterprises in innovation ability.
