碩士 === 中華大學 === 行政管理學系(所) === 96 === UN Commission on Sustainable Development (UNCSD) declares that poverty eradication should be an overriding theme of sustainable development for the coming years. It is one of the fundamental goals of the international community and of the entire United Nations system.Hsinchu City ranked secondly for 2 years as the most sustainable development city, announced by the Common Wealth Weekly, 2007. Is Hsinchu a sustainable development city? According to the Hsinchu Local Government Development Budget in Education for the year 2007, the estimated annual budget for the general administrative costs around 3.56 billion New Taiwan Dollars. Expenditures in human resources constitute around 90% of this whole budget. Another 7.8% (270 million New Taiwan Dollars) of this budget is allocated for the nourishment lunch boxes in public schools especially in elementary and junior high schools. The purpose of this research is to find out whether students are satisfied with these nourishment lunch boxes. This study will also aim to find out how students feel about the current local government’s administration and its policies, particularly the rules behind the nourishment lunch boxes. The general trends in globalization pushed forward our government to promote organizational reform.The four measures of organizational reform are as follows: localization, administrative incorporation, outsourcing and elimination of routine government work. This research will investigate on the possibility of outsourcing nourishment lunch boxes to the public schools in Hsinchu city. The Principal-Agent Theory suggests that the Hsinchu Local Government will reap benefits if they outsource the catering of nourishment lunch boxes. This study uses observation research methods, survey research methods and questionnaire survey methods.The design of questionnaires includes factual questions and attitude or opinion questions.Data analysis uses the statistic analysis, Chi-square test to describe the questionnaires and to investigate the questions. In conclusion, students prefer nourishment lunch boxes. The study also suggests that the kitchen management of nourishment lunch boxes should be regulated to meet the students’ needs and to reach a public-interest outsourcing.
