For its colorful geological landscapes, it is probably become one of the most important cities as the long stay destination for the Japanese pensioner tourists; it does not only increase the profit of foreign exchange, it also activates the industrial business in the countryside. The key issue of developing the long stay leisure industry for the Japanese pensioner tourists lies in the environment of the accommodation - whether it is suitable for the Japanese pensioner tourists. The objective of this research is to aim at the 18 townships of Miaoli County, based on their environmental characteristics to conduct an evaluation on the potential of being the destination for long stay; the evaluation model is based on C. M. Lee's (2007) "Study of Long Stay Destination Evaluation Indicators for Japanese Pensioner Tourists in Taiwan" as research dimension, to analyze the grading criteria for the evaluation variables, and to develop the Two-graded Model and the Ranking Model for the evaluation. Furthermore, base on the gray correlation analysis (GRA) which is advantageous in many ways, to make the best decision among the overall evaluations on the comprehensive choices. The result indicates:(1)According to the item analysis of the destination evaluation indicators, Miaoli County did not have any experience on long stay hosting for Japanese pensioner tourists; therefore, it is not able to give a rating on the category of reception services and it was deleted from the list subsequently. For the category of living environment conditions, as the evaluation targets are the 18 townships; therefore, it is to change the evaluation factors to 3 items: tourist hotel, general hotel or spring resort, and legal home stay host. After the modification, the evaluation aspects are categorized into 4 categories: the conditions of local background, local anthropogenic conditions, and the conditions of living environment and leisure activities; there are 30 evaluation factors in total. Among all, the factors of "Reachable to the international airport" and "Japanese language service of restaurant" are deleted due to no discriminate validity. The rest of 28 factors are therefore become the variables of the evaluation on the potential for long stay destinations. (2)Follow by the confirmation of the above 28 evaluation factors, to develop the rating criteria for each item. It is based on the order, grading and weighting principles to construct Two-graded Model and Ranking Model; and then, to put in use of such two models and standards to give rating according to each variables; finally, to add up the total score for each unit, which represent the development potential for each long stay destination.
