One of the policies to transfer or upgrade agriculture is the effort to develop leisure agriculture. The term “leisure agriculture” as set forth herein denotes a way to operate a new style of agriculture in association with the indigenous industries, cultural and natural ecology. In Taiwan, since the two-day-off week system was put into enforcement in 2001, nationals have demonstrated a marked change in their leisure lifestyle and tremendously increased the amount of their leisure activities. Leisure ranches, when associated with the scenic ranch attractions, nature, agriculture, culture and such local resources in combination, could bring urban citizens back to a romantic idyllic, pastoral lifestyle to satisfy their need to ease their routine pressure. Such efforts will, meanwhile, guide the heavy crowds of people from the bustling urban area to attractive leisure ranch tours. That would assist the rural economy development, create new jobs in the rural areas and bring added revenues to farmers. In terms of business management characteristics, leisure agriculture is simply agriculture and rural area resources based services business. The leisure agriculture will earn profits primarily from the service business. The management of leisure agriculture falls virtually within the range of service industry. The way to operate service business is, nevertheless, vastly differing from the way to operate conventional agriculture. To farmers who are used to operating primary agriculture, the efforts to convert their conventional agriculture into service business would be a tremendous challenge. The very fact is, nevertheless, that a great majority of leisure ranches are operated by farmers themselves. The efforts to set up and implement a sound business management model into sustained development for such ranch oriented service business represent a very significant issue. The present study is aimed at Taiwan’s leisure agriculture policies, laws and regulations concerned to accurately look into facts of business management of Taiwan’s leisure ranches. In turn, the present study will further look into the problems and bottlenecks confronting the development. Combining issues of leisure ranch business management, problems and hands-on experience, and relevant rationales both in Taiwan and abroad, the present study will set up a sound model of leisure ranch business management.
