If soil and water conservation are not adequate, continuous collapses tend to occur after heavy rainfalls. Since the 921 incident, slope debris disasters emerge repetitively; the overall hillside economic development has been clouded by landslides, landslips, debris flow and flood incidents. In recent years, the geographic information system has been promoted and actively established in the country; a few accomplishments have been resulted in disaster prevention and relevant control systems. The Soil and Water Conservation Bureau of Council of Agriculture has also included the geographic information system of reservoir watershed as one of the key developments. However, the information mining system has already been a trend of the current epoch, if it is possible to obtain an effective management system to integrate data that relates to the planning of conservation and administration of the watershed, we shall be able to provide relevant entities of efficient management over the watershed, so as to continue the lifespan of the reservoir and to enable sustained use of water resources. The study, using Delphi of the Borland developer aid, aims to establish a Geographic Information Management System of collapses in the watershed of Shih-Men Reservoir. Via this system, we aim to compile historic data of these collapses, the possible causes, feasible remedial solutions, consideration over impacts resulting from the solutions, and the calculation of priorities of solutions, and conservation and remedial data of the collapses, to facilitate relevant personnel to record and search for locations of yearly collapses, their causes, the remedial process, and the associated construction data, for providing references to future design and construction, as well as for establishing functions of the managing system and for configuring the database, so that the data storage may be re-used, thus fulfilling managing benefits.
