碩士 === 中華大學 === 營建管理研究所 === 96 === Turnkey, defined by 24th Amendment of the Government Procurement Act, is that the institutions, based on the requests of efficiency and quality, tender by combination of design and construction, provision, installation and maintenance within a certain period in procurement of construction and properties, which becomes a procurement system. And the most advantageous tenders evaluate comprehensively on techniques, qualities, functions, business agreements, or prices of tender contractors. This is for selecting the best contractors tendering procurement and encouraging the contractors compete out of price, avoiding malicious competition for tender. Moreover, turnkey construction practically has characteristic of different qualities, and it is the common consensus of the industry that turnkey adopts procurement of the most advantageous tender. However, this good idea is purposely manipulated by some people, which becomes one of the shortcuts officials and businessmen make profit. This research refers to documental retrospect, professional interviews and information of procurement cases in the way of turnkey in every rank of institution documented in “E-governmental Procurement Web” and “Individual Added Service on E-governmental Procurement Web”. And it analyzes statistics which the governmental procurements adopt turnkey and probes into these issues. Finally, it offers the methods that promote the local administrations to adopt the most advantageous tender of turnkey, hoping to offer references of the industry, the government and academic field.
