Majority of the trade utilizes surface shipping. In the 70’s and 80’s, economy in Taiwan grows dramatically under the government’s operation averaging a growth rate of 50 percent every five years. However, because of the increasing international competition and prosperity in china’s economy, the range of growth in cargo throughput has decreased. Currently major ports face hardship in growth of cargo throughput. It is imminent for the navigation industry to operate in an efficient manner and influence domestic economy. How to evaluate operation performance for navigation industry effectively, increase competitiveness, and offer a suggestion will be an important issue presently. This research was to examine the operation performance and the changed of productivity for eleven public navigation industries by using Data Envelopment Analysis (DEA) and Malmquist Productivity Index. In this research, the task is to compute the efficiency in input and output for navigation industries by variety of indexes, find the most efficiency and most inefficiency industries, and evaluate factors which effect efficiency during 2004 to 2006. The input variables are total asset, operation cost, operation expense, and number of employee, and the output variables are operation revenue, and gross profit. The result will provide for decision makers’ reference and improve industry operational efficiency.
