Although there are still slightly differences in the progress and enforcement systems within the EU, the member state countries are working diligently to achieve the requirements of these directives. Countries outside of EU such as United States, Japan, and China also have legislated national regulations in order to solve issues related to environment safety. Therefore, the purpose of enforcing green supply chain is to be compliant with all the international environmental requirements, and to create a new image for the industries and seize business opportunities. Since the companies in Taiwan started implementing methods to be compliant with the EU directives in 1993, the problems encountered by the Taiwanese business include 1). lack of communication between customers and suppliers; 2) management decisions are not exercised; and 3) problems with keeping updated with the worldwide environmental regulations. This study applies technology diffusion approach to investigate the introduction of green supply chain management. According to the diffusion approach, this study has divided the process of green supply chain implementation into six phases, which are 1) initiation; 2) adoption; 3) adaptation; 4) acceptance; 5) routinization; and 6) infusion. Case study is used as the research method. This method allows one to investigate the process of green supply chain introduction, and the factors that are being concerned by suppliers and customers. The results of the case study have also allowed one to make comparison with the effect between green supply chain performance and the level of implementation. Based on the diffusion model, this study conclude that the degree of implementaion significantly affect the performance of green supply chain.This study has found that in general, 1) the SMEs in Taiwan do not have sufficient information regarding worldwide green requirements; 2) the SMEs in Taiwan are passive about implementing green supply chain management; 3) the social responsibility of corporations is not being concerned; 4)no international certification; 5) a partnership relationship between suppliers and customers proves to have positive effects; and 6) the focus of green supply chain enforcement still lies in product compliance. This study also summarizes three recommendations for the Taiwanese government, manufacturers and suppliers. These recommendations are 1). assist suppliers in the supply chain to promote their capacity through integrating government resources; 2) focus on the mid- and long-term planning on the development of green supply chain in order to establish strategies for industry itself and create competitive advantages; and 3) extend the level of green supply chain diffusion by establishing an information exchange platform and partnership relationship.
