Any carelessness will cause casualties and further result in such problems as indemnification. Therefore, it is necessary to make a further study and analysis for the placement of traffic safety facilities in the roadway construction site as a reference for the planning of related domestic safety measures. In Taiwan, the use of traffic maintenance facilities is very popular in the current roadway construction environment. However, there is not any complete placement standard & principle nor any domestic data about its result for reference. For the result of traffic maintenances, this research will study it from three aspects including safety, cost and standard. For the aspect of safety, we will analyze the result of traffic maintenances during the roadway construction period and also make a statistic analysis as a reference for drivers and constructors in the future. We also study if the result of long-term traffic maintenances on site would be obviously changed over time. For the aspect of cost, this research will analyze the marginal cost and the cost benefit of among various traffic maintenances during the roadway construction period to make the construction unit efficiently understand the relation among various traffic maintenance costs and have a better allocation choice under the limited cost. For the aspect of standard, with the traffic maintenance project for the experimental site and our actual observations, we will check the essentials of traffic maintenance placement item by item, complied by the Directorate General of Highways, M.O.T.C., to understand if there is any inadequate or it is necessary for improvement. And with the comparison between our speed limit regulations in the construction area and those of other advanced countries, we will study if there is any inadequate or further improvement for the speed limit standard in roadway construction areas provided by domestic laws & regulations. Through the analysis of safety, cost and standard, we can provide the construction units a better and more effective suggestion for their traffic maintenance placements.
