This study adopts the semi-structural interviews as the tool. After interviewing ten educational stakeholders, the findings are as below: 1.The impacts of the low birth rate towards the development of kindergarten education: (1)To practice small-class teaching, to make the school fineness, and to increase more interactions between the schools, parents, and the community. (2) To increase the expenditure on education, to mend the problems of the unequal distribution on education resources, and to reuse/redistribute the idle resources and facilities. (3)To increase the interactions between teachers and students, to emphasize on the individual differences between students, and to improve teaching quality and learning efficiency. (4) The falling numbers of school children and the imbalanced supply of teachers influences the educational quality. (5) Kindergartens face the management crisis of closing. In addition, how to manage and to maintain the idle facilities becomes a problem to kindergartens. (6) Teachers feel more pressure due to the increasing number of only children. In addition, the diverse of the family background will enlarge, which will make the learning effect more different. 2.The coping strategies to the low birth rate on the development of kindergarten education: (1)To build the long-term population database of children, and evaluate and update periodically. (2) To draw out the detailed plan of closing or management changing. (3)To adjust the teacher preparation policy, including reducing the number of the quasi-teachers, and adjusting the coping strategies to the imbalanced supply of teachers.. (4) To set up special featured kindergartens. (5) To redistribute and reuse the idle facilities and resources, one can use them as specific classrooms, social-educating centers, holiday and characterized schools. (6) To decrease the student number of the class, and to elevate the head count of faculty. (7) To emphasize on accountability, to change principals’ leadership, to focus on public relations, to establish school features, and to increase the student number of each school. (8) To cope with the increase numbers of the only child, one can develop individual-differences teaching, adaptive subject contents and teaching mode . (9) To evaluate teacher’s professional independence, and to strengthen the refresher course system for teachers. Based on the conclusion mentioned, this study offers the suggestions of the low birth rate impact towards the development of kindergarten education to the education administration authorities and kindergartens.
