Under the pressure of globalization competition, the importance of raising competitiveness to seek for survival is to consider how to tightly associate with global production system through the global positing and extension. To the small and medium enterprises (SMEs) in Taiwan, the easiest way to enter the internationalization area is transnational investments and trading. In recent years, China took the open door policy in economy. The economic and trade business across the Taiwan Straits are prosperous gradually. China has abundant and cheap resources and labor force. The differences in language are also fewer in China. These advantages induced the industries from Taiwan eager to invest in China. Therefore, this research takes the interaction between Japanese C company in Taiwan and its supplier as example to discuss the quality activity specialties between Japan, Taiwan and China in the process of transnational investment. The research sets up the measurements by collecting the Key Successful Factors (KSF) in related literatures and merging the exercise essentialities of C company. With the fluent experiences and the consideration intensity of quality KSF from executive managers, we discuss the related effects between the implementation and the quality performance in suppliers. The result shows that the cultivation of humanities and values affect the local transnational investments positively. And the administration reflection and consideration from executives also help the exercise and the quality performance of supplier quality managements (SQM) a lot. For example, the common consensus and quality target, as working together for the quality advancing activities, between SQM system and suppliers in Taiwan C company resulted obvious effects on quality and administration performance of both. It directly responses the concept of mutually beneficial supplier relationships, one of the eight principles emphasized in ISO9000 -2000 version.
