According to the Urban Renewal Regulations, the Urban Renewal means in the range of urban areas carry out redevelopment, rehabilitation and conservation. The right-exchange is the main way in the redevelopment zone. One of the most important parts in the Right-Exchange is the assessment of land right value. And the Real Estate Appraisal Report must show the definition and Valuation Categories. However, on the actual situation, there are different opinions on the land right value before Right-Exchange. This study which discuss the definition of value category and the intension of land right value before the Right-Exchange, and tell which value category the land right value before Right-Exchange is. There are three land types in urban renewal areas. This study is base on the communal land. Apply the different calculation methods on counting the land right value by the Regulations of Real Estate Appraisal, and discuss the influence on the land owner''s rights by different calculation methods. And from the fair angle to choose the most proper calculation method, in order to ensure the land owner''s rights and interests.
