Secondly, the study range is aimed at the service units in Chunghua County, inclusive of 84 administrative staff and 99 education substitue service males. There are 99 study objects in total, who will be questionnaired and interviewed. The results of the study will be analyzed by SPSS12.0 for windows. The major statistical techniques were Percentage, Mean, standard deviation, t-test, one-way ANOVA, Pearson product-moment correlation. The purpose of the study is as the following: A:Analyze the current situations of the human resource management and the efficiency of its implementation as to the substitute service in service units in Chunghua County. B:Explore the differences between the varible administrative modes of the administrative staff on the education substitute service males and the efficiency of its implementation. Probe into the interrelatedness between the variable backgrounds of the administrative staff, and the variable service units and the efficiency of its respective implementation. Survey the differences between the variable administrative modes of the administrative staff in various schools. Inquire into the efficiency of the implementation in differenct schools. Based on the afore-mentioned analyses, I have gained the following conclusions: The congnition and implementation of the administrative staff in the service units in Chunghua County towards the administravie mode of the human resources and the implementation efficiency of the overall susbstitute service males has good reflections. The administration of the substitue service males is comprehensive. 1.The education substitute service males in Chunghua County has common cognition towards the human resource management. Based on their own abilities, they complete the various tasks assigned by the administration and have good reflections on the human resource management and the efficiency of its implementation. 2.According to their age, the status of marriage, the different responsibilities of the position they shoulder, there are obvious differences as to the cognition of the the substitute service males towards the human resource management strategy and the efficiency of its implementation. 3.According to their specialties, educational backgrounds, the qualifications of substitute service, the different types of stubstitue service, there are obvious differences as to the cognition of the substitute service males towards the human resource management and the efficiency of its implementation. 4.The administration staff in different service areas toward the cognition of the human resource administration results in differences in the level of organization administration. In other levels, there are no differences. 5.When there are different class numbers at schools, the level of the professional training leads to the differences for the administration staff and the substitute service males towards the cognition of the human resource management 6.The various levels between the human resource management and the efficacy of its implementation are positively relevant. 7. Human resources management and the implementation of the effectiveness of all levels reach a positive correlation. C:According to the related literature the researcher has studied and the major conclusions drawn from the study, I offer suggestions which improves the administrative mode of the administrative staff at schools, the efficiency of the substitue service male’s implementation and the future research so as to ameliorate schools’ administrative management and offer some references for future study.
