In democratic society, remain the administrations opened has played an important role of the avowing information of the government. In a new era of Archives Management in our country, the value of Archives have gradually emerged and attached importance.Through policy giving, to study the procedure of policy giving toward Records Management of the government in Taichung city, benefiting the policy expanding of Records, motivated to carry out this research study. The survey conducting of the research is based on the department of the central government in Taichung City, the department of the local government in Taichung City, and the publicly-operated business departments. We distributed 110 questionnaires which includes 92 effective questionnaires received and the return rate of the questionnaires was 83%. The major tool used of this research was questionnaires. There are two parts in the questionnaires:One is to check up the Government Agency Records nowadays, the other is to check up the viewpoints toward the Communication, Resource, Dispositions, Bureaucratic Structures, and Performance Management, which influence the policy giving. Those returned data was analyzed by descriptive statistics, Chi-Square, t-Test, Oneway ANOVA, and Pearson Product-Moment Correlation. We have conclusions followed: (1) The proportion of executors who need to find the original meaning through other ways in their business is quite high, which shows the fact that the understanding of Archives Managers toward its policy needs to be enforced. (2) Most of the human resource we have nowadays is 1 person, which also manages non- Records Managements. The same human resource mentioned above has to burden different amounts of Records working, whose differences are great. In addition, the central departments are more easily to be more specialized than the local departments. (3) Over 60% of the Commitments of Government Agency Records Managers to stay in their position is quite low. (4) Those departments that gives Policy Implementation, either the departments being nominated or those receiving awards has excellent performance in policy giving. Therefore, Policy Implementation is steering in whole Government Agency Records Managements. Based on the conclusion of the study, there are several advices to the National Archives Administration, the government of Records Management and the Records Managers followed: (1) The advices to the National Archives Administration: First, the filed document section needs to be separated into two sections, which are Government Agency Records and Government Agency Archives. Second, the professional Government Agency Records Managers need to be promoted. Third, give professional training of Records management. Forth, those electric documents which needs to be preserve over thirty years is suggested to preserved in paper form. (2) The advices to the Government of Records Management: First, use performance evaluation to encourage their morale. Second, conduct benchmarking to improve their abilities gradually.Third, the upper departments need to direct those departments which belong to them more constructively. Forth, the ministers of government and principals from all levels need to pay attention on the developing of archives business. Fifth, in terms of Life Cycle of Record, integrate the Documental information system. (3) The advices to the Records Managers: For one thing, to understand the central value and future events of the administration of Archives, to have the responsibility which is clear and precise, and to reinforce the commitments and working faiths are considered crucial. For another, to develop the Marketing of Government Agency Records and to reinforce the ability of communication.
