In order to enhance service quality, fulfill governmental policies, and catch up with the social trends, the district offices in Taichung City have set up volunteer organizations and brought out positive effects on improving service efficiency and lifting administrative satisfaction through volunteer service. The target group of this research is the district office volunteers in Taichung City, and the aim is to observe job contentment of the volunteers. We hope that the results of this research will help the district offices understand the volunteers more, assist the development of the service plans of the district offices, assist in the improvement of the volunteers, and thus achieve the idea of long lasting operations. Additionally, the research tries to provide reference and suggestions for improving the service strategies of the district offices and the efficiency of volunteer service. The research adopts the questionnaire survey method and employs the software of SPSS to statistically analyze a sample of 287 respondents, with a total number of 300 questionnaires sent out. The analyzed results are concluded as follows: 1.The district office volunteers have the tendency of homogeneous and collective personal backgrounds. 2.The district office volunteers have high cognition on the management mechanism. 3.The district office volunteers possess high participation motivation. 4.The district office volunteers have high job contentment. 5.Personal backgrounds of the district office volunteers contribute to a partial diversity on job contentment. 6.The district office volunteers with higher cognition on the volunteer management mechanism have higher job contentment. 7.The district office volunteers with higher participation motivation have higher job contentment. Suggestions based on the research: A.Suggestions for the district offices in Taichung City 1.To widely invite people of all kind to participate. 2.To build up volunteer database and reply on professional volunteers. 3.To diversify job content and add value to volunteer service. 4.The district offices should appoint responsible persons to plan and manage the volunteer service. 5.To hold volunteer training courses, instill service objectives and educate the volunteers to take responsibility. 6.To create a self management mechanism of the volunteers. 7.To put emphasis on volunteers’ cognition on the district offices’ management mechanism and to fulfill volunteers’ demands. 8.To figure out the participation motivation of volunteers and then reach a win-win condition. 9.To hold development courses and interchange activities to enhance the quality of volunteer service and help the volunteers grow up. 10.To set budgets for promoting volunteer service and to actively arrange promotions.
