The three links are now being opened up to Taiwan island within this year. As a predictable result, the regular trading activities between Taiwan and China will increase tremendously. However, left alone the legal ways of export and import, the smuggling activities under the table can be flourishing as well. We could appreciate the good part that the mini three links brings, but we could never underestimate the hidden problem that may occur seriously—the spread of disease. There are lots of products entering Taiwan through smuggling. Those products mainly come from China and Southeast Asia, and living animal is one of the popular kinds. China and Southeast Asia are the two big source of animal disease. Smuggling living animals from the areas would bring back the disease. Avian influenza virus has infected many countries near Taiwan already. This makes Taiwan a high-risk area, and not to mention that Taiwan is still suffering from Foot-and- Mouth Disease Virus. The importance of policy on suppressing living animal smuggling should be emphasised extremely at the moment. Researcher has worried about the problems in potential of living animal smuggling, such as serious damage of Taiwan’s economy and public health threat caused by the spread of the disease, therefore working on the theoretical and practical methods on detecting and suppressing smuggling to investigate the behaviour of Taiwan government on the subjects. This research is based on the theories of public policy, and the interviews with the Customs inspector, fishermen, grass-roots dealers, and officials from Bureau of Animal and Plant Health. Researcher tries to bring out the status of living animal smuggling detection, and the crime analysis. The method and the trend of smuggling is, too, interested in the article. Besides, some discussion of environmental analysis on detection and the policies on the subject that has carried into execution will also be included. By the investigation done by the researcher, the following facts and suggestion can be concluded. A. Fact 1. The success of the living animal smuggling detection comes greatly from the intergovernmental coordination. 2. Judiciary does not elaborate well because of inappropriate treatment to criminal. Treatment held now does not terrify the criminal. 3. If communication surveillance were not used in detecting, less crime would be suppressed. 4. The fishermen are lacked for concepts of epidemic prevention, which induce huge ecological damage. B. Suggestion 1. Government should intensify the strength of suppressing smuggling and the resource of the cooperated departments must be improved as well. 2. In order to share the information on smuggling detection and epidemic prevention, the government should strive for the proposal of joining international organisations. 3. Implementation of investor’s educational training and coordination between departments and government are also important. 4. Government should reinforce the concept of epidemic prevention to the public and also the prosecuting attorney. 5. The bonus-penalty system in suppressing living animal smuggling should be more serious and clear. 6. For the protected animals being smuggled, the government should isolate them in the outlying islands for enough long time and decide whether to execute or send back.
