The whole industry pays highly attention on integrating logistic, business flow, information flow and cash flow. At same time, they expect it can reach paperless status in logistic plan and management, and Customs works, so it could make Customs Clearance faster and then activate economy. Trade facilitation involves in wide perspectives, not only Customs which is very important but also Environmental protection administration executive, Board of Foreign Trade, Bureau of standards, Board of Trade, Council of Agriculture, Department of Communications, Board of Education, and Department of the Interior. Therefore, how to make the Trade facilitation to be ideal is most likely significant; in addition to interconnection of individual session, the variation of era tendency should be paid attention. The Customs of America and Australia are reforming. Moreover, CMR (Cargo Management Reegineering) of Australia is also set up new connection framework and internal systematic integration gradually. America is going to devote reforming project by three parts which include systematic inspection, trade and management in fifteen years. Even though the effect of present Taiwanese Customs Clearance is more prior than other countries, in order to keep advantage of competition, the improved situation of international Customs Clearance work should be noticed usually and Customs Clearance work should be improved constantly. This research is based on the experts’ interview and survey to discuss the process and obstacles of current boost of Trade Facilitation by Customs. Using Trade Facilitation to be premise and risk management to be key element to reach not to destroy economic system, simplify and harmonize procedures of international trade, shorten procedures of trade, decrease cost of logistic, increase global competition of products and connect to international synchronously.
