Now new modes of private wine making industry are springing up like wildfire. In particular, the wine producers in the town of Erlin rank at the top in both wine and fresh consumption grape output. Furthermore, since the deregulation of wine production, the density of winery is also the highest at Erlin. Thus the wine industry at Erlin receives special attention. The focus of this research is on how private industry can find a path towards innovation within the widespread layout of wineries. An attempt to further understand the innovation value of an industry can be achieved by analyzing its industrial innovation system, with an in-depth understanding of their unit of composition. Industrial Innovation Requirements are a key part to an industry. Therefore, constructing the Erlin wine industrial innovation system requires analysis of six factors of industrial innovation, with further exploration of how these factors are linked inside the industrial innovation system through understanding of the four factors of innovation diffusion. Furthermore, the linkage and relationship of industrial innovation systems can be explored though investigation of social network distribution. This study investigate a total of thirty one sources, including public agencies, private entities, non-profit organizations, academia, and Erlin’s legitimate wineries; utilizing the social network density, degree of centrality, closeness centrality, betweenness centrality as a basis for analysis. The result of this study indicates the following: Governmental agencies and non-profit organizations play a major role in encouraging industrial innovation system in Erlin’s wine industries; ‘Policy Incentives’ which promote linking of Erlin’s industrial innovation systems, as well as ‘R&D’ are crucial to influencing the Erlin industrial innovation system; Erlin wine industry and its industrial innovation system’s internal decision making process, acceptance rate of innovation and system structure from other organizations are clearly effected by time factors; The rhetoric leaders and proponents of Erlin hold important roles in the wine industry’s industrial innovation system. Follow up studies should focus on long term observation as well as comparisons between industrial innovation systems of Erlin and other wine producing areas. Furthermore, the industry need to strengthen interaction between wineries, expansion of ‘production & marketing’ and ‘innovation units’, as well as promoting regulatory changes to achieve increased subsidy availability in exchange for governmental review cooperation.
