Instead, under challenges from global market competitive modes, more and more internationalization of enterprise management, rapid development and evolvement of new technologies, the enterprises are striving for breaking out the constraints imposed by market competitive environments, and to be sustainable in the end. They not only require professional researches, innovative and developing capabilities, but also need to timely deploy low cost and high quality products. Thus, the above mentioned became indispensable lessons learned. In recent years, many large domestic enterprises reconducted enterprise targets and market orientations while facing challenges from external market mode changes and looking forward to promoting and elevating existing market competitive advantages via more professionalization and proper delegations. Although VoIP industry has been prosperous since the dawn of InterNet age, in addition, the facts still remain that individual cases for the research subject include products of highly customized industrial specifications, and requiring elevated adaptability in addition to hardware and software design capabilities, limited enterprise resources with high priority placed on utilization ratios for production capacity. Therefore it is necessary and also a trend when it comes to outsourcing the production and manufacturing to Original Equipment Manufacturing factory. As of appraisal selection elements for the Original Equipment Manufacturing factory in VoIP industry, this research refers to balance score card design principles and the appraisal selection elements, indices and guidelines for every vendor, and locates the most optimal selection elements suitable to Original Equipment Manufacturing factory. Consequently, basing on individual industrial characteristics, this research defines the primary, secondary and general elements and assigns different weighting factors, weights so as to prescribe “Balanced Score Card for Original Equipment Manufacturing factory in VoIP industry”. Lastly, actual verifications were conducted to understand whether the appraisal selection elements match the requirements of industry and individual cases. Additionally, the findings of this research aim to provide OEMs with enhancement direction, furthermore, by basing on the appraisal selection elements this research is to facilitate the expedient, objective and accurate enterprise selections for the OEMs.
