The “Beijing protocol” activated on February 16, 2005, though Taiwan is not belonged to the joint country, but as a body of the global village, plus our country created greenhouse gas emissions accounted for 1% in the world (ranked 22nd place), we have to develop the coping strategy to reduce the amounts of the greenhouse gas emissions as our responsibility. This thesis explored the performance achievements on off-shore wind strength electricity generation technological development, and various European countries’ research development rich experiences. This study discussed the advance development and some difficulties of these EU countries as the learning experience for Taiwan. The Taiwan electric power company aggressively develop the wind power generation construction now, and also plan the off-shore wind power generation project, many land wind power installment projects are moving on, it is a good time to take these advantages to promote the technological development for the future land as well as the off-shore wind strength electricity generation. The lands which can be used for wind power generation sites in Taiwan are relatively few due to high population density, and will be even scarce in the future as regulations of land usage at the coastline and the competition for recreation development in the coastal areas are more evident. The future of lacking wind turbine installation land sites in Taiwan is foreseeable. While offshore areas are relatively abundant and generally could generate stronger wind energy compare to on land,and have the tremendous potential for developing the wind energy. This paper will address many issues of offshore wind farm energy including the cost benefit analysis of feasibility study in developing offshore wind farm in Taiwan , the problems and difficulties that the wind power industry has to deal with and future challenges and opportunity that Taiwan can benefit from accelerating and promoting offshare wind farm installation.
