With advantages of high-heat efficiency, energy conservation, increasing production and decreasing environmental damages, now the Cogeneration is considered to be one of important industry by many countries in the world, Taiwan R.O.C. as well. The brief of this research is depicted as below: 1. Integrate and compare data, which had been collected from abroad and inner-land on the currently developments of Cogeneration, with respect to regulations, Governments' policies, technology and economic. 2. Two generating patterns for Cogeneration is considered as basic-load and peak-load, it had been identified the former prefer to use coal as fuel and operate in long-term with heavy load; the latter prefer to use oil as fuel and operate in short-term with light load. In addition, it also had been identified that the variable cost is low and the fixed cost is high for the former, the variable cost is high and the fixed cost is low for the latter. 3. Owing to different distribution of assignment, Cogeneration has different generating costs. In this study, we employ the concept and approach of marginal cost and marginal benefit, with the basis of a Cogeneration Company’s current accounting system, to analyze the different generating cost and benefit for the selected units. In addition, we also compared those by hourly capacity costs with which calculated by other method. Observing those results, we found that load factor, fixed cost(capacity cost)and variable cost(energy cost), are the most important parts for yearly generating costs. Finally, by establishing an analysis and evaluation model, we are able to present the relationships among different cogeneration units and generating costs in figures, and provide them as references for decision-makers. The unit price of electricity for cogeneration is calculated on the basis of three different time segments, peak, semi-peak and off peak periods. This study derives the data from six existing unit’s costs of those time segments during 2007 and use them to calculate benefits. For the reason of current fuel price is very high and the electricity price is frozen and low, all the six cogeneration units’ profits are negative. If the electricity price can be raised to add sixty percents of its price, then the invest payback rate of cogeneration plant might obtain approximately eleven percents per year.
