The technological advancement in recent years has entrapped the young generation in the virtual world of the Internet, they are more reluctant to learning traditional artistry and skills, experiencing the nature, engaging in teamwork, having adventurous spirit. As they grow distant from their peers, their interpersonal relationship, as well as mental and intellectual growth, is expected to be affected in a long run. Scout activities and education are often deemed as political, military, and curricular burden, also due to parents’ spoiling behaviors, misunderstanding of scout activities, and over-emphasis in higher education, the number of participants in scout activities has declined rapidly. This research mainly examines the history, present situation, and affecting factors of the development of scout activities and education in Yilan County, in order to provide references in trend, strategies, and direction of scout activities development in the future. Based on empirical research, this study investigated the origin and development of scout, content (scout), social resource orientation (society), and integrated activity subject (education) of the Grade 1-9 Curriculum, based on the viewpoint of futurology (future). Data were collected by qualitative research methods, including observation and interview. Based on the research goals and questions, this study established the interview outline of “The development and current situation of scout activities and education in Yilan County, and the effect of Grade 1-9 Curriculum” as the research tool. It interviewed 17 subjects, including the holder of the wooden chop of the national camps, scout troop leaders and trainers, chief of the education bureau, and school administrators. It also used the“Scout Establishment Intention Questionnaire” issued by the Bureau of Education to all schools to identify the difficulties that might be encountered in the promotion and expansion of scout education in Yilan County, in order to serve as the quantitative data for this study. Based on the research findings, this study suggested that the development OF scout activities and education in Yilan County can be achieved by: combine boy scout and girl scout activities, emphasize on outdoor exploration education and service activities, integrate cross-subject courses and scout education, and develop adult scout education. The development models can be school/community oriented “integrated scout”, or intramural scout. The models can be executed based on regional or local specialties along with social resources, or promoted based on the concept of “parent-n-child” to reach the ideal state of scout activities and education.
