The huge differences between the supply and demand, has generate fierce competition among them. Generally speaking, there are three major businesses for air-cargo terminals, the first is import cargo, the second is export business and the third is air express one. Among them, the competition of export business is the most serious one. The aim of this study, as a consequence, is to find out what are the factors influencing air-cargo forwarders select the terminal for export cargo? The analytic structure is built with three dimensions together with nine items to utilize the Analytic Hierarchy Process method to determine weights are done to enable comparison of differences between managers in air-cargo terminal and freight forwarder. The results indicate that the ‘quality and efficiency of export cargo’ is the most import factor to be considered by managers of both terminal operators and freight forwarders. ‘Warehouse and logistics management efficiency’ has been considered as the second most important item by terminal operators, but freight forwarders ranked it as the seventh. ‘Tailor-made service’ has been ranked as the third most important one by freight forwarder, but the terminal operators ranked it as the eighth. Interviews with senior managers are taken to obtain in-depth understanding. There are several contributions achieved by this study, the first is to quantify the importance of the factors attracting export cargo. The second is to find out the differences between air-cargo terminal operators and freight forwarders. Terminal operators may shorten the gaps with freight forwarders and improve competitive advantages based on these findings.
