This study also offers advice and suggestions to them when they encounter difficulties in implementing the policy. The results of the study are useful in better implementation of the policy in the future. The research methods used in the study are in-depth interviews and questionnaires. Five subjects are intensively interviewed, including a policy undertaker, a principal of a policy school, an academic dean, a department supervisor, and one parent of the students. During the interviews, their understanding of the policy, comments on the implementation of the policy, and answers to the questions are collected. In addition, a questionnaire is designed for understanding the general opinions of 457 school teachers and administrators from public primary schools across Taoyuan County. All the data collected are analyzed by their validity, Reliability Analysis, Frequency Allocation, independent t-test, One-way Anova, Pearson’s Product-moment Correlation Coefficient. Based on the analyses of all the data collected, we come to the following conclusions. First of all, teachers in public primary schools across Taoyuan County think highly of all effect factors in implementing the educational policy, especially that of the implementation mechanism. Secondly, they think the whole implementation of the educational policy is satisfactory. They, in particular, appreciate the successful implementation of the health teaching and activity. Thirdly, they think it intensively difficult to implement the educational policy. There is a high degree of difficulty in the environment factor. Fourthly, they need high demand of resources and support in implementing the educational policy. There is a high need for the environment factor. Fifthly, their cognitive perception of the implementation of the educational policy is partially relevant to the effect factors. Sixthly, the implementation of the educational policy “Health Promoting School” works best in an integrated approach. Six suggestions are made according to the conclusions above. Hopefully, those suggestions are useful in the implementation of the educational policy “Health Promoting School” to the educational administration mechanism, policy school administrators, teachers, and the relevant researchers.
