They expect that through systematization of LSS and data-driven decision making method to achieve the goals—continuous process improvement (CPI) and maintaining their organized capabilities in optimum state.This research will by means of the experiences of the foreign countries to find out that what kinds of the artificial events could be the dangerous factors to influence the military aviation security, then applying the conceptions and procedure of LSS to find the ways to eliminate those dangerous factors. Based on the motivations and background of the research, there are 4 objectives: 1. Applying LSS to clear the essences and reasons of the problems, and to solve the problems systematically. 2. To quantify the information by collecting and analyzing measures, discovering potential threats of aviation security. 3. Inquiring that which artificial reasons could be the aviation security influential factors, the originations of those factors and how to prevent those dangerous factors away to improve the quality of the aviation security. 4. Strengthen fighter pilots’ awareness when they in the cockpit. Hopefully, this research can be the preventive strategic of aviation security and the document of flying training. This research will adopt “Focus Group” module and HAT measure to develop the studying procedures of the subject of “The Fighters Returning and Landing Phases”. After discussing with the professional groups who involved aviation security area, scheduled the interview timetable and questionnaires. Also, the HET that developed by well-know scholar Stanton, will be the tools to identify artificial factors. The further research will integrate upper descriptions to confirm that those artificial factors, such as “fighter flying systematic/devised imperfection”, “understanding of flying standard operation procedures (SOP)”, “airmanship insufficiency”, “and situation awareness carelessness”, “different training standards” could lead to incident when the pilots decelerate for landing.
