In recent year, the traffic density is rapidly increasing in most countries, making the traffic problem become one of major issues today. Therefore, a large number of researches are presented. The Intelligent Transportation System (ITS) is one of the best ways to solve the traffic problem. An ITS combines telecommunications, electronics, computer application, control and sensor technologies to improve traffic safety and efficiency. In this thesis, method utilizing computer vision and video information processing, put forward the automatic vehicle-flow analysis and counting system for the raining situation, and have acceptable of accuracy. Owing to research of vehicle-flow to analysis and counting of the known is almost in the fine weather situation. Hence this paper only to be aimed at vehicle-flow processing in raining situation by surveillance camera on the road. The first, filtering the rains in the raining situation. And to solve the movement background problem and water inverted image problem in raining situation by using algorithm to find out the edge and shadow information in moving object. Then, the system can to reach automatic vehicle-flow analysis and counting system for the raining situation. The experiment results show that the accuracy is about 80%, and this method can meet the requirement of real-time.
