To lessen the financial burden of the government, the city government invited private investment in public infrastructure, introduced business operational concepts to improve the quality of public service, and increased public construction budget for lifting the economic status. Private organizations can provide more manpower to maintain the park facilities, thus amending the problem of short of manpower in the public sector. The competition would bring better service quality, create specialty views of the area, revive the urban vigor, attract tourism, and effectively market Kaohsiung City. Since the public-private partnership has become a new international trend to enhance the governmental capabilities and social welfare, the government and private organizations has established 3P relationship (public, private, and partnership), and created all-win situation for the government, private organization, and the public through continuous cooperation and mutual trust. However, there are not only challenges during the cooperating process, the objective and quantified monitoring indices and total control mechanism are very important, and need to be established. Public-private partnership is a complicated organization, which includes private organization, private non-profit organizations, and non-profit public organizations. It is not only about privatization because private organizations emphasize on competition, and public sectors focus on cooperation; it is about achieving a common goal to fulfill the consensual commitment on financial and manpower plans, forming reciprocal favored treatment, mutual participation and sharing of responsibilities. Therefore, this study aimed to apply the public-private partnership on the parks in Kaohsiung under Operate-Transfer model, and used SPSS (Statistics Package for the Social Sciences) to collect data from the personnel of responsible governmental units and private companies through questionnaire survey. A total of 76 questionnaires were distributed, 75 were returned; the return rate was 98.7%. The results showed that, the dimensional factors that affect the overall satisfaction of the transfer-operate model for parks in Kaohsiung City include: industrial development efficiency, the perceptions of and cooperation between the public and private sectors, the problems faced in business activities and risks of outsourcing. Based on the questionnaire survey and expert interview, the following suggestions are proposed on short-term and long-term improvements: 1) Short-term: (1) amend related laws and regulations; (2) maintain urban living quality; (3) strengthen the cooperative and coordinative mechanisms of the public and private sectors; (4) execute the authorities and responsibilities of the supervisory committee. 2) Long-term: (1) establish complete risk evaluation mechanisms, measures, and negotiation mechanism; (2) improve the business environment and peripheral conditions; (3) organize seminars; (4) cooperate with Kaohsiung metro and bike paths, and connect the sightseeing spots of Kaohsiung. In conclusion, the aim is to strengthen the pubic-private relationship to create win-win outcome.
