How to allocat our rare rescue resources with the highest effectiveness has been discussed in this research. Based on the ICS (Incident Command System), this study emphasis on the first line rescuer's behavior and mainly discusses about introducing technological integration of resources. The technologies about disaster-proof for enhancing the efficiency and performance of the ICS are also discussed. Through the secondary data analysis, the case study and the expert interview, we found that the lower efficiency of the ICS is due to incomplete communication. By using the satellites, microwave telecommunications, information platforms, latest types of rescue equipments and high-tech equipments ,we could promote the efficiency in command dispatch, communication and knowledge base. The technological enhancement improves the communication capability among every department and the efficiency of whole disaster-proof system.The technological enhancement also helps to reduce the number of victims and the loss of property in the golden relief time. The results reveal that our government should establish the communication system and the practice training as top priorittes while planning to improve the disaster-proof system in the future.
