Summary:碩士 === 立德大學 === 地區發展管理研究所 === 96 === As our Environmental Protection Administration's environmental protection policies, like "Mandatory Waste Sorting Program" and "Zero Waste Program," are put into practice, the institutes of our local township governments (cleaning units) are the first to take the responsibility. If we do not evaluate the performance evaluation of each unit based on the gaps between cities and countries, but based on the amount of garbage, the rate of resources recycling and the rate of leftover recycling done by each member in the cleaning units, we still cannot objectively express the real performance evaluation of each cleaning unit. This study mainly focuses on the samples of the cleaning units in the townships of Chang-hua County. Owing to the fact that these units are non-profit institutes, and the assessment of efficiencies belongs to input and output, and the working items are about the waste produced by common people, there exist some uncertain factors. Therefore, this study integrates Data Envelopment Analysis(DEA) with Stochastic Frontier Analysis (SFA) in order to work on practical analyses in the form of the three stages of DEA. This study expels the outer factors (population density, the number of private resources recycling companies), finding that the efficiencies of each assessed unit's pure skills are raised, but on the contrary, the cleaning units that perform poorly reduce their efficiencies immensely, which means that we still have a lot to do in order to better resources recycling and leftover recycling. As for the units that fail to perform effectively, it is highly suggested that the members of each cleaning units should be reduced, the expense for cleaning garbage should be cut down, and the lines for cleaning should be re-organized to shorten cleaning miles.
