| Summary: | 碩士 === 立德大學 === 地區發展管理研究所 === 96 === Following the idea of "sustainable development" implanting in environment preservation and ecology in various "Consciousness of community" projects in taiwan, the establishment of ecological communities tightly follows the projects and expands its impact to the whole island.Up to the present, there have been many ecological communities established all over the island.However, these communities lack a precise indicator evaluation system.Therefore,many of the ecological communities have become nominal.The ecological communities comprise both urban-type and rural-type communities.
The main purpose of this research is to construct the indicator for rural-type ecological communities, and by which can we evaluate the possibility of advancing Nioupu area in Longci, Tainan, Taiwan, to an ecological community.
With the help of literature review and Fuzzy Delphi Method, the structure of indicator in this research is established. There are fourteen indicators established, among which are clarified into four directions, including ecological environment, use of land, environmental management, and community development. Through Analytic Hierarchy Process(AHP),the weight relationship for the indicators,among which did the environmental management weigh the most, was confirmed. To implement the development of ecological community, the porcedures of conducting environmental management isnecessary and foremost
in line, followed by ecological environment, community development and the use of land in sequence.Besides, among the indicators,there are four which weigh the most, including habitat environment, the dimension for agricultural use,
the reduction and disposition ofsolid waste, and community and formulating ecological community, the four indicators mentioned above should take the precedence over the rest of indicators.
By applying the indicator evaluation to Nioupu area should we discover both the ecological environment and use of land in this area qualified for developing to an ecological community. Also, on community development, the residents can cooperate with the community activities. Only in environmental management does
the community have space for progress. people there should be educated to improve the efficient use of natural resources and cognition of the environment.
Therefore, the aim of establishing an ecological community can be accomplished by the guidance conducted by local community organizations, enhancement of education in environment, and contribution of reward and subvention by the government.
