According to the article“New Times, New Organization”published in Harvard Business Review(HBR), Peter Drucker(1988) pointed out that the organization of the future enterprise will be more analogous to the hospital, the university, and the symphony orchestra. And the commanding-controlling organization structure will gradually become the information oriented organization composed of the experts. The further research proofed that Information Technology which also played the roles of the enabler and the driven has become an important factor of organization design. However, the study results from the local and overseas scholars are not consistent even the theory has indicated that the Information Technology has influence on the organization. However, the military organization which is the standard ranking bureaucracy structure focuses on the ranking control. And the military organization is also particular to the general enterprise organization regardless of the scale, the duty, the staff, and the technical system. Thus, how to adjust the military organization structure to fit the application and influence of the information technology is mainly discussed in this study.
The past researches have revealed that the influence of the Information Technology on the organization structure mostly changed the working property and the information communication style of the organizational members. This study further probed the influence of the Information Technology on the variables of the organization structure design. There are variables such as the profession specializing, the union partition, the union scale, the compromise system, the training, and communication device. The results showed that the major works of the members in the Communication -Information Department are dealing with the examination of the failure monitoring computer and responding the emergencies as soon as using the Information Technology. Accordingly, these members require the further training, closely parallel coordination, and the highly technical standardization. And the organization operation also turned into the web form as management information system gradually becomes the organization communication device. To summary the change of the organization structure variables, the results matched the properties of Mintzberg’s professional form. Thus, it is recommended that the future appropriate organization structure of the military Communication -Information Department is transformed to professional bureaucracy form.
